Weather Update

A Winter Storm Warning is in effect until 7 a.m. this Saturday above 1000 feet. 


Looking into the weekend and into early next week, the National Weather Service Portland is forecasting that:


  • Heavy mountain snow lingers in the Cascades, foothills, and Coast Range today and Saturday above 1500 feet.
  • Moderate to locally heavy snow continues across the Cascades, foothills, and Coast Range this weekend.
  • Wet snow or rain/snow mix remains possible down to the valley floors through Tuesday morning with little to no accumulation.


Clatsop County Emergency Management Department is monitoring this winter storm and we will provide any updates as needed on social media and at ClatsopCounty.gov.

Youngs Bay Boat Ramp Temporarily Closes to Public

Public access to the Youngs Bay Boat Ramp will temporarily close for the launching or retrieving of water craft from 7 a.m. Monday, March 4 to 4 p.m. Wednesday, March 6, 2024.


Clatsop County Fisheries will temporarily block the boat ramp with a fish transfer pipeline for the receiving of salmon smolts to the net pens located at that site. 



The boat ramp is located at the City of Astoria site, 1555 West Marine Drive in Astoria.

Emergency Management Director Appointed to Council

Clatsop County Emergency Management Director Justin Gibbs has been appointed to the Oregon Emergency Preparedness Advisory Council. 


The council is housed in Governor Tina Kotek’s office and facilitates policy recommendations for catastrophic disaster preparedness, mitigation and response, recovery planning, procedures, and protocols with special emphasis on outreach to representatives of designated state and federal emergency support functions.

This year’s primary election scheduled for May 21, 2024 will be closed.

Free Tax Preparation Available


Individuals and families in Clatsop County can sign up for free tax filing with IRS-certified volunteers. Two IRS volunteer-led programs offer free basic tax return preparation to: 


  • People who generally make $64,000 or less
  • Persons with disabilities
  • Limited English-speaking taxpayers
  • Individuals who are 60 years of age and older, with questions about pensions and retirement-related issues unique to seniors.

Reminders

Take Action to Protect Your Benefits

About 35% of Clatsop County residents receive health care services through Oregon Health Plan yet more than 2,000 individuals have not yet renewed their coverage. 



If you had OHP or other Medicaid benefits during the pandemic, you may still have them.

Escape the Vape Youth Video Contest Launches

Cash Prizes for Youth and Schools


Clatsop County today launched Escape the Vape, a youth vaping prevention video contest with cash prizes for youth and their school. 


Clatsop County middle and high school-age youth are invited to create and submit a 30-second public service announcement video to educate their peers on the dangers of e-cigarette use, also known as vaping.

Winter Ice Storm Low Interest Loans


The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses economically impacted by the January 12-20, 2024, winter ice storm.


The disaster declaration makes SBA assistance available in 18 Oregon counties, including Clatsop.


Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster. The deadline to apply is Friday, November 8, 2024.

Public Works

Clatsop County Public Works Schedule for Monday, Mar. 4 - Friday, Mar. 8

ROAD CLOSURE—Saddle Mountain Road


  • Saddle Mountain Road, between mileposts 2.5 and 4.5, will be closed to traffic from 7:30 a.m. - 4 p.m. Friday, March 1, 2024, for road repairs


Crews will be:


  • Performing road repairs on Saddle Mountain Road
  • Brush chopping on Lewis & Clark Road and within the Arch Cape area
  • Performing ditch maintenance within the Knappa/Svensen district
  • Performing culvert maintenance within the Knappa/Svensen district
  • Performing road maintenance and grading within the Hamlet area
  • Stockpiling rock within the Hamlet area

Clerk and Elections

May 2024 Primary Election Candidate Filing Opens

Open positions for the May 21, 2024 Primary Election:


County Commissioner District 2, County Commissioner District 4, Sheriff, and Precinct Committee Persons. Candidate filing deadline is March 12, 2024.

Recording Hours Change

Beginning March 1, 2024 recording hours will be 8:30 a.m. to 4:30 p.m.

Recording information

You can search for a document that has been recorded in Clatsop County. We have developed a way for you to search for a document before coming in or calling our office. 


Once you find the document you are looking for, you can request a copy without paying a research fee.  


Just go to our website under Recording Information – Records Research, click on Locate a Document.

Passports

An appointment is required prior to coming in for new passport processing. Routine service can take 6-8 weeks; Expedite service can take 2-3 weeks. Forms are available at www.travel.state.gov

Please go to our webpage and schedule an appointment for passports, park passes, marriage licenses, dog licenses, and recordings with us.


If you do not have an appointment, you may be asked to wait if we are with someone who has scheduled an appointment.
